11. Recreational Park Trailers Shall Not Exceed 400 Square Feet. Units that exceed 400 square feet cannot be classified as Recreational Park Trailers in accordance with the limitations stipulated in ANSI A119.5, federal and state laws or regulations. ANSI A119.5 Recreational Park Trailer Factory Inspection Reporting Form (MS word File) The form used by qualified third-party inspection firms that conduct unannounced inspections at the factory at least four times a year to assure the Association that the products are in compliance with the ANSI A119.5 Standard. Their findings are reported to the manufacturer and also to RPTIA’s General Counsel. 14. Classification of Deviations V.2006 -ANSI A119.5 A document that details the severity of inspection deviations which are discovered during visits by RPTIA approved third-party inspection agencies at a manufacturers production facility. Deviations are classified as A, B, or C.

16. Order Form - ANSI A119.5 Version 2005 and Handbook The 2005 version of the ANSI A119.5 Standard for Recreational Park Trailers was accepted by ANSI on April 14, 2005 and will be the accepted Standard until September 1, 2010. It can be purchased for $36.00(members) and $39.00 (non-members). The Standard contains over 500 safety requirements covering the areas of fuel systems and equipment; health, fire and life safety and special provisions; plumbing systems; and construction requirements. The standard is 34-pages with several appendices and index pages. The Handbook, a companion publication to the Standard, is a 384-page publication which provides a more discriptive look at the Standard and is offered as a CD Disk, that can be searched by key words, or is available as a printed 8 1/2 x 11" three ring binder. Member prices for the CD Handbook are $50 and as a printed copy $100. Non-members may purchase the CD Handbook for $100 and as a printed copy for $150. All prices include postage (US Priority Mail)and handling.
17. Order Form - 2009 ANSI A119.5 Standard and Handbook for Recreational Park Trailers (PDF File) The 2009 edition of the A119.5 Standard for Recreational Park Trailers was accepted by ANSI on November 20, 2010 - This edition is an update to the 2005 edition that was accepted by ANSI on April 14, 2005 and is the standard of record for RPTIA until September 1, 2010 when the 2009 Standard becomes mandatory. The 2009 Version of the Handbook, a more detailed guide to the Standard, will not be published until late 2011.

19. RPTIA’s Standards Enforcement and Seal Program This 21 page manual provides the reader with the entire procedure that details the RPTIAs Standards inspection, Enforcement and seal Program. It also includes the varrious forms required to apply for a Manufacturers membership, the Third Party Inspection and the order form used by a manufacturer member to purchase seals. This publication is required reading for any manufacturer considering the building of Recreational Park Trailers.

24. Creating a 17 Digit VIN (Vehicle Identification Number) and issuing a Certificate of Origin (C of O) (PDF File) Recreational Park Trailers are vehicles, not buildings, and as such are sold by licensed dealers and titled as vehicles in nearly all states. To accommodate the titling ownership process, as it is required by the states, a manufacturer must issue a carefully crafted 17 digit Vehicle Identification Number(VIN) that also includes a calculated check digit that verifies the VINs validity. In many states manufacturers must also provide an AAMVA uniform certificate of origin (C of O, or MCO – a birth certificate for a vehicle). This document informs the manufacturer how to obtain and/or create these items.
24a. Program to assist manufacturers with the creation of VIN Check Digits An Excell document developed to provide manufacturers with a template that takes a draft of the 17 digit VIN (Vehicle Identification Number) using the assignments of the WMI provided by RPTIA and the varrious designations created by the Recreational Park Trailer manufacturer and manipulates them to generate the proper check digit. The check digit is used by the state DMV to insure that the VIN has been properly configured by the OEM and has been correctly entered into the States data-base.
24b. Listing of WMI's Assigned by RPTIA to create VINs A file of all WMI (World Manufacturing Identifiers)(and extentions as may be required)providing the necessary contact information relating to all Recreational Park Trailer manufacturers creating 17 digit VINS being used to conform with the requirements of state governments to title these vehicles. RPTIA also verifies this information in January of each year to determine if that manufacturer is still in production, intends to produce in the new year, or has place production into suspention or has gone out of business under bankrupsy.
25. Federal Law - Manufactured Home Act of 1974 as Revised A copy of the federal law as ammended that created the National Manufactured Home Standard and the regulations which are enforced by the Department of Housing and Urban Development (HUD). This law supercedes all state and local laws that call for items other than those that are identical to this law. (This law includes most Recreational Park Trailers (RPTs) as Manufactured Homes but congressional intent directed HUD to regulate these units uniquely due to the fact that RPTs are vacation and seasonal dwellings.)
26. Federal Standard PART 3280--MANUFACTURED HOME CONSTRUCTION AND SAFETY STANDARDS The HUD Standard for Manufactured Homes is the federal governments mandatory code to be followed when building a new Manufactured Home for sale. The code is created and updated by the Department of Housing and Urban Development (HUD). The standard pre-empts all state and local laws which apply to construction requirements.
27. 28. Legal Definitions of Recreational Park Trailers (PDF File) A document that details the laws and regulations as established by the Congress of the United States and/or the federal agencies of government. Also included are the current definitions in the ANSI A119.5 Standard for Recreational Park Trailers that are recognized and required by numerous states and/or their agencies as well as definitions found in the bylaws of the national nonprofit trade association which represents the industry: Recreational Park Trailer Industry Association. 29. Manufactured Homes Procedural and Enforcement Regulations Part 3282 The procedural and enforcement regulations that detail the process used by HUD in achieving the mandate passed by congress. It details how the standard is to be created or revised, who is responsible for what, and the general process that will be followed by the department in enforcing the Act. The section specifically exempts from compliance with part 3280 or part 3282, any Recreation Vehicles that are less than 400 square feet in size when they are designed and intended for use as seasonal and vacation units. 30. RPTIA Information Memo: Bath Houses & Other Non-Dwelling Units (PDF File) Bath Houses and other non-dwelling units are not, nor can they be, classified as Recreational Park Trailers. As such the use of the RPTIA seal on these units is not allowed. Such mislabeling could lead purchasers and/or local units of government to make improper determinations. The numbers are listed by the state receiving the shipment and also giving the number of units shipped by their size - either under 8.5 feet or over 8.5 feet in width. Forms are confidential and the data is only released in the collective totals. Individual shipments by firms reporting is not for release.
